Mistakes made
The Admiralty organisation appeared to be greatly lacking in cohesive decision-making and communication. Some officers had sympathy for the men, but the majority did not really understand the situation and were unable to deal with the events.
The majority of the senior ratings and marines were against the pay cuts and participated in passive resistance. Officials even considered the use of force to suppress the sailors on the Atlantic Fleet, although this may have been a total disaster.
